A PDF looks byte-for-byte identical on every machine and every printer, which is why contracts, invoices and academic papers all live in it.
Do my spreadsheet formulas survive the conversion to PDF?

The values do; the formulas do not. An EXCEL stores both the calculation and its current result, and PDF has nowhere to keep the calculation — so what you get is a snapshot of the numbers as they stood at conversion time. Anything that depended on the sheet recalculating stops updating from that point on. An Excel workbook is the expected deliverable wherever numbers need to stay live and recalculable rather than frozen on a page. PDF is deliberately hard to edit, and a scanned PDF contains no text at all until OCR has been run over it.
