Will transparency survive converting GIF to HEIC?

No — HEIC has no alpha channel, so transparent regions are composited against a background colour, white unless you change it. Set the matte colour to match wherever the image will sit, or choose a target that keeps alpha. HEIC is patent-encumbered and still widely refused: browsers do not display it, Windows needs an extra codec, and a great many upload forms reject the extension outright.
My GIF is animated — what happens to the other frames?

Only the first frame survives, because HEIC is a still format with nowhere to store the rest. If the animation matters, target a format that animates, or convert to a video container instead and keep the motion.
Is anything lost converting between GIF and HEIC?

No pixel data, no. Both formats store the image without lossy compression, so the picture that comes out is identical to the one that went in and the conversion can be repeated indefinitely. What changes is file size, and which features travel — colour depth, embedded profiles, layers and animation are all supported unevenly between lossless formats. GIF is lossless but capped at a 256-colour palette per frame, using LZW compression and single-colour binary transparency. An HEIC holds HEVC-compressed stills — the same codec family used for video — and can carry several images, a depth map and non-destructive edits in one file.
