Is converting OPUS to M4A a second round of lossy compression?

Yes, and it is worth planning around. Both formats are lossy, so the M4A encoder is working from audio that has already been through one psychoacoustic pass, and its own decisions compound the first set. At 192 kbps or above the result is still transparent for most listening. If you have a lossless master anywhere, encoding the M4A from that instead avoids the double pass entirely. Opus scales from 6 kbps mono speech to 510 kbps stereo music in the same bitstream and switches modes automatically. An M4A holds AAC in most cases, or Apple Lossless (ALAC) when it came from a lossless rip.
What exactly is an M4A file?

A container with the audio inside it, rather than the audio on its own. That extra layer is where the length, the seek index and whatever metadata the format defines are kept, so a player knows how long an M4A is before decoding a single frame instead of scanning the whole file to find out. It also means the extension does not always settle what is inside: several containers of this kind are allowed to hold more than one sort of audio, which is why two M4A files can behave differently while looking identical from outside.
Where do OPUS files normally come from?

From the web, and mostly from software rather than from hardware. OPUS was designed for streaming and for open-source tool chains, so it turns up in game assets, browser recordings, podcast pipelines and anything built by people who did not want a licensing conversation. What it does not turn up in is consumer electronics, which is the usual reason somebody needs to convert one at all. Opus is an IETF standard from 2012 that merged Skype’s SILK speech codec with Xiph’s CELT music codec into one design.
Is OPUS free to use and distribute?

The specification is public, anyone can implement an encoder or decoder without asking or paying, and nobody can change those terms later — which is why it turns up in open-source tooling, in game engines and anywhere a licence negotiation would have killed the project. Is M4A an Apple-only format?

It came out of Apple and it stops there. M4A is what the Music app and the iTunes Store settled on, which is why it is the default on every Apple device and why the extension reads as an Apple one — but the specification underneath is an open standard, and every current phone, browser, car head unit and media player reads it. There is nothing to install and no Apple software involved in producing one here. M4A is an MP4 container carrying audio only, and it is what iTunes, Apple Music and the iPhone Voice Memos app produce.
Is there a file-size limit when converting OPUS to M4A?
