Is converting WMA to AMR a second round of lossy compression?

Yes, and it is worth planning around. Both formats are lossy, so the AMR encoder is working from audio that has already been through one psychoacoustic pass, and its own decisions compound the first set. At 192 kbps or above the result is still transparent for most listening. If you have a lossless master anywhere, encoding the AMR from that instead avoids the double pass entirely. WMA is lossy by default, in an ASF container, with lossless and voice-optimised variants that are rarely encountered. AMR is a narrowband speech codec running between 4.75 and 12.2 kbps, modelling the human vocal tract rather than the full audio spectrum.
Will my track titles and album art survive the WMA to AMR conversion?

Not intact. WMA carries a proper metadata block, but AMR has no standard place for artist, album, track number or cover art, so tags are dropped rather than mangled. Keep the WMA as the tagged copy, or re-tag afterwards with a tool like Mp3tag or MusicBrainz Picard. AMR destroys music: its 8 kHz bandwidth removes everything above telephone frequencies, and no amount of re-encoding brings it back.
What exactly is an AMR file?

A bare run of encoded audio frames with no container wrapped around them. That is why two AMR files can usually be joined by simply putting one after the other, and equally why everything beyond the audio itself — a length, a seek index, cover art — has to be bolted on as a convention rather than being part of the format, so a player often has to read the whole file to work out how long it is. It is about the simplest thing that can be called an audio file, which is exactly why it turns up inside other containers more often than on its own.
What happens to multichannel audio when converting WMA to AMR?

It is folded down to stereo, because AMR has no practical multichannel mode. The downmix uses the standard coefficients so centre-channel dialogue stays clear and the surrounds are mixed in at reduced level. Anything that depended on discrete channel placement is gone once that happens.
Most of my WMA files came from CDs — does that matter here?

Only in that the encode already happened once. A WMA ripped from a disc was compressed at whatever bitrate the ripper was set to years ago, and that is the ceiling on everything downstream — converting cannot recover what the ripper discarded. If the discs are still on a shelf, re-ripping to a lossless format and encoding from that gives a genuinely better result than any conversion of the existing files. WMA is Windows Media Audio, Microsoft’s answer to MP3, launched in 1999 and bundled with every Windows install of that era.
Why will some of my WMA files not convert?

DRM. A subset of WMA files are encrypted by the store or the software that issued them, and encrypted audio cannot be decoded by any converter. Anything you ripped yourself, recorded, or bought without protection converts normally; a licensed purchase will not. WMA is unsupported almost everywhere outside Windows, and older WMA files may carry DRM that blocks conversion entirely.
Is there a file-size limit when converting WMA to AMR?
